It's called satire.

Comics depicting an evil octopus with a bunch of tentacles, the head representing the commanders, and the tentacles representing the actions the commander is behind, are a common comic.

Usually the potrayed octopus head in the political cartoon is standard oil, or America, or the jews.

On this one, it is the irish.
