Trump can pause or delay spending or claim he's finding waste, but if congress can't pass legislation to halt funding, restrict funding, reduce funding, then judges will simply sue and claim the funding was already authorized. We've been through this before. Trump tried to pause funding to Ukraine in 2019 and Democrats impeached him for it. And republicans in congress are too retarded to actually pass laws. In fact, Republicans don't even know which laws already exist because no where on the internet or elsewhere can you get a list of all the federal laws.
