Because you don't understand the political situation in India.
They don't have enough cops and nobody respects the law. This is what I continue to emphasize and what people refuse to internalize. These "people" were born into a completely different world. Their culture has no context for the rule of law, personal rights, private property, contracts or obligations. All that "White people stuff" we take for granted here doesn't exist on their planet.
So not having enough cops to enforce the law, and dealing with ignorant, illiterate savages who have no concept of the law, what can be done? Anything that doesn't require a cop or understanding of the law; like having separate train cars to offer women a "safe space" to travel.
