There's evidence that R1 is just GPT4 cloned. It wasn't made on that small budget either, it was more than likely funded by the CCP and could've potentially cost upwards of 2 billion dollars to fund. There's more information in this YouTube video.

Came to say this, it's literally GPT4 but with a section that shows the thought process. Good for running locally, but it's all stolen from OpenAI.
