In addition to taxing remittances, start throwing employers and landlords in jail that give the spics jobs or rent them houses. Provide cash rewards for tips that lead to the arrest of employers/landlords that provide the spics with jobs/houses.

In most cities, "trap houses" used for storing or selling drugs are seized and sold at auction. The same should happen for renting to illegals. HR managers who permit illegals to work on their premises should have to serve 30 days in jail and a $100k fine for each instance. No more of this "I'm just doing my job" bullshit. If Susan in HR wants to be an overbearing bitch, she can start by verifying Pablo's SSN and citizenship.
Can a burglar find another way to get inside? Sure. But that doesn't mean you don't lock the front door. I'm sure that illegals could find another means, and the law could adapt to that too, but the point is to make being here illegally as hard as possible so they self-deport and others are discouraged from trying.

It's not so much a "tax" as it is a penalty on a very specific community for sending money out of the country.

The cartels already do that with their drug money. Ask all the interdiction teams set up along I-10. However, the logistics of that don't make sense for Pablo trying to send $100 to his village or whatever. If anything, it's more likely that another Mexican here legally would take his cash and use their bank acct. to Zelle money for them.
