Probably used old cold war footage from Sweden, like the jews did when they kvetched about the Hamas tunnels. That's the only country which actually has bunker space for their entire population. Switzerland should be pretty safe too, lot's of bunkers in their mountains. As well as any city with a metro system obviously.
Moscow and Pyongyang for instance have deep metro systems that should be nuclear proof. Although it's hard to tell how much of the population fits in there before they get into trouble with ventilation and such as power tends to go out fast in a war.
Most car tunnels here in Norway are probably reasonably safe too. I wouldn't bet on Musks vegas loop as those tunnels are extremely unsafe. Same with the bugman tunnels, I think most of those might be flooded by now since they never thought about installing pumps or ventilation.
Either way, when drones start to attack, I know I'd go underground. My basement is bigger than my house, not just for tax purpose but it also serves as a pretty good bunker.
