I don't think that's necessary. The question is what they can do to gain even more control over people, as to prevent any sort of uprising. Something dystopian like "digital ID" could do it, or a social credit point system, and/or where people can upvote and downvote you. I mean you really just need to watch Black Mirror episodes for ideas.
