Ukraine was granted independence by the German Empire as a result of the German victory over Russia in 1917. It was then occupied by Russian soldiers when Jews took power in Russia, but failed to take power in Ukraine.
You're talking about a 6-year period where leadership was disputed. Even France was occupying Odessa during the years you mention. "Ukraine" was independent? Hardly.
