The Democrat party has a faction of pro-palestinians that they appease. Biden put some toothless sanctions in place so that democrats who empathize with Palestinians would not deflect. It's not like the sanctions were enforced or that Israel faced any real consequences for violating them.

Sort of like Trump's Executive Orders are mostly toothless and expire in 4 years or less. Republicans have majority in congress and senate to pass long lasting laws. Interestingly, they give you these consolation prizes instead.
