Seems like it. There must be a bigger, nefarious, goal to it though. I mean even advertisers would realise their commercials don't reach anyone - so why bother advertising.

Probably soften the blow that yes, we've had the Internet filled with chat bots for a decade and we've used them to shape public opinion.
