That doesn't make sense. He's plainly in service to that power, not secretly fighting against it. And you know very little about Russia if you think it could be a Rus ethnostate. The tsars were leaders of the Russian empire, which by definition, incorporated many (non-White) ethnicities. The Soviet Union was the same way, and the Russian Federation follows that model.
