85 and under are not eligble for the military because they cannot even follow orders.

Jordan Peterson used to talk about it. He couldn't train someone like that to even fill envelopes and seal them at a charity. Because folding the paper into thirds was too hard for them - even when you showed them how to do it.

His context was the world is becoming to sophisticated for those people to work. You used to give a guy a broom and a cart and say fill the cart with trash using the broom. He could do that all day and be happy and come back tomorrow,

Now the carts are powered, or ride on brush machine, EFFICIENCY! and it's too much to handle. He'll crash into people and objects and generally be a liability. So you need a worker with a brain, and it turns out cleaning the mall is not stimulating enough and you get poor worker retention so you hire desperate foreigners.
