It's not "scamming the government." It's tapping into the massive funnel of tax money, and everyone involved profits. The government GLADLY wastes your money as it gives them a mandate to continue their work, and possibly even expand. And a lot of them also pocket a part of that money for themselves.

You can only "scam" the government if you are a filthy pleb and not in the club of millionaires and billionaires.
