okay, let's say, for the sake of the argument, they are just too retarded to build an actual sewage system. Despite the fact that we have had some version of such a system for at least 2000 years, let's just say they can't grasp the concept.

When one is built for them, WHY DON'T THEY REPLICATE IT? i've seen another news story of a man there trying to get them to use public ones he built and they murdered him for his trouble.
