I just looked on Ireland's government website. To apply for a residency permit you need to pay 300 euro and make an appointment for the permit AFTER YOU ARE ALREADY IN THE COUNTRY. Meaning, get there any way you can, pay a small fee, and you're in.

I weep for Ireland.
