I don't believe he did it at all, so what's the play here?

Is there an actual assassin that wasn't caught? Was that their guy and then they pinned it on Luigi?

I'm trying to understand the end goal and would appreciate any insight, thanks.

Political theater. Look up how many cases of "terrorists" that were "caught" by the FBI were cases of entrapment. Either agents approached/ enticed them and/ or agents provided them with materials and the "terrorists" were caught at the planned scene or just before. It's all political theater.

The real question is why they waste their time and our money doing that kind of shit instead of just going after all the real criminals.
