i have no idea how hate speach laws managed to be passed in some cities in Japan. The Japanese constitution was supposed to ensure freedom of expression. Americans put that in there themselves originally meant to protect the communists that used to be jailed by imperial japan. (before the Americans proceeded to burn over 7000 books of course). Turns out "freedom of expression" is only meant to protect the communists of course.
