NO. Normally you are correct, but this one is special...
The blue BACTERIA colorant they list is 80% likely grown on a substrate containing some SOY, prior to desiccation. BACTERIA is cheaper than plant dyes.
The substrate does not need to list its components, due to it being under 1% by weight AS WELL AS being composed of legacy FDA G.R.A.S. items.

But... food allergy laws usurp GRAS for things like peanut, nut, milk, soy... hence this purple sea salt (natural iodine for IQ) must list very trace SOY... from growing the purple bacteria.

TL/DR: Soy is goyslop, but salt needs something added to prevent needing a salt grinder
