This is one step in persecuting dissidence. Paid internment in facilities or outright jail, meaning they'll have a reason to take away property to "pay" for it.
Or they'll demand payment enforced by the government afterwards, causing massive economic damage to the person.
Another option: There will be laws and systems where people incarcerated for "antisemitic" dissidence "have to" be disclosed to banks - so debanking. Meaning you say the truth, you get incarcerated, debanked, and you're left with a huge fee to pay.
