I don't believe we have the right to kill other people unless they pose a threat to our safety that can't be solved otherwise (prison and forced labor).

However i do believe we have an obligation to torture them (in a way that does no permanent damage, just pain) to discourage any wrong behavior from them or from others.

Torture is crueler than death. This “man” has abandoned his family to pursue his mental illness. He has permanently ruined 2 people emotionally as a result, and overall harmed society.

Institutions, prison, forced labour all consume more resources than they provide. This person will never be a net positive to society but a net loss that costs more each year and poses a future threat. Best to just give him a moment to make peace or maybe find God, and execute.

not if you put them to intense forced labor and provide bare minimum of everything.

can't find God if dead. Pain however makes you rethink your choices. Pain is not inherently bad, it is a force of change.
