The correct phrase is "toe the line", derived from sailors who used to go barefoot on wooden sailing vessels, where they'd have to stand at attention in a line for inspection, presumably by lining their toes up to the lines of the wooden deck planks.


The term can mean a few things: respect authority, do what you're told (even if you disagree), repeat the party line, act in accordance with the hivemind, etc.
