Which is why those trying to eliminate free speech should not be afforded that right; those who steal should lose the right to property; those who commit violence on their fellow citizens should lose the protection of the State etc.
That said, how does the will of the folk manifest in any system that doesn't afford them a say? Hitler spoke for them, perhaps, but what stands between a good leader taking absolute power and a monster?
This is one of those areas where, if the Reich had endured 120 years instead of 12, there would be little questioning of the subject.
Arguably the most infuriating thing about alt-history "What-Ifs?" regarding a German WWII victory (besides the outright slander of Hitler himself) is the unvarying insinuation that a) there would have been a succession struggle and b) whoever succeeded Hitler (Goebbels, Himmler, even Eichmann) would've been a monster, as you say.
In a system where the people have no direct vote in the affairs of the state (as well they shouldn't), the officers of the state "elect" themselves. Hitler elucidated this in Mein Kampf several times, saying (paraphrasing) "No Party member is elected except the Head of the Party himself, and him only at infrequent national party assemblies. Every other man must be appointed by and answerable to this Head, and just as the weight of responsibility for leading the nation falls upon his shoulders, so too does the appointment of the civil servants and party officers who shall carry out his will in leading the state directly. Every man is responsible to his superior, who answers to his superior, and so on and so forth all the way up to the Head of the Party (who is also the Head of the State), and he answers to the highest Superior of all- the Creator."
In short, proper vetting of card-carrying Party members (i.e. every man eligible for public office/civil service/a military officer's commission) ensures that only good men, quality men, intelligent and integrent men will be in any position to lead any part of the nation, no matter how large or small. Healthy, strong, White, Christian men of sound mind and sound judgement, whose individual character is beyond reproach and whose aptitude for leadership is never in doubt. In sum, the *creme de la creme* of the nation's manpower pool, authorized to lead and to command and to administer as is needed.
Imagine it: a nation led by the best of the best, not the best ass-kissing, nepotistic, slovenly, corrupt bureaucrats and their kike masters. Imagine a nation where "good enough for government work" isn't a sardonic quip, but a statement of quality. Imagine a nation so well-managed that the average Joe need not concern himself with politics (beyond where it directly affects his personal business) because he can trust the men at the helm to steer the ship *away* from the rocks and towards calmer seas. Imagine.
