I'm pretty sure this is just how you get shot in a training accident, if you end up in front of a draft commission you fucked up way before then
* Not being prepared to live off the land
* Not storing enough dry goods
* Not making a tribe who will work together to defend each other
* Not overthrowing your government

Depends how desperate they get. Recruitment guidelines change all the time.
