Basically, in rural areas, before fire trucks, fire hydrants and running water. The only way to get water to fight a fire was to have a pond/dam of water near the buildings. The firemen would then come running or with a horse drawn carriage hauling a steam powered or manually operated pump. Alternatively, people living in the buildings would form a human chain of buckets to supply water to those in front trying to fight the fire.
