We deloused people during a typhus pandemic. Just like you put masks on during a flu epidemic.
The pictures and videos of dead bodies were either people the soviet's killed or else people who had died from typhus.
America, too, was delousing people everyday at the border. Even people who traveled daily transporting goods or commuting for work. Delousing during typhus epidemic in 1940s was routine procedure in first world nations.
