Mistake everybody does about Jews.

Hadrian failed because he not finished the job.
Sviatoslav Ist failed because he not finished the job (but about him not judge so harsh - he was assasinated and his successors not cared enough)
Hitler too failed because he was unable to finish the job.

Every leader thought that after eliminating some leadership of Jews they are not dangerous now or even are so weak they might be used as a tool now. Giving them time to regroup, to regrow to return.
