No. It is an additional assurance. While they probably willingly indulge in these activities at the beginning, people can change, especially over the course of decades. That assurance makes sure that even when they change their mind, they still have them in their pocket, and they do not step out of line. The most right wing they are allowed to go is to be feral zionists who love jews, and in turn they are allowed to oppose shithole importation to "but only legally!"
If they deviate too much from the leash, they fall from grace. They lose money, reputation, power. They are in no position to admit that they have been blackmailed, or that a systematic pedo-blackmailing operation is going on that involves most/all politicians. What evidence do they have? Nothing.
The initial compliance makes sure they won't deviate too much. Once you are a zionist, you are deep enough that your convictions won't change for several decades. And the money and power they are continually showered with incentivizes them to willingly be compliant.
Also doing that has a psychological effect too. Once you rape a child, you are unredeemable even before yourself. You are a liar and a hypocrite when you talk about morality. The financial part is irrelevant - you can become a millionaire shortly after, and thanks to the status quo nobody will ask how. You become a true grifter, and you are all in it. You will always be an outsider to normal people - morally and financially - they do actual labor while you are just bullshitting professionally (the few hours per week you "work").
They do not even have to resort to the blackmailing. It's an Ultima Ratio, and it (almost?) never comes to using that. That alone corrupts a person permanently, and it requires a person to be already corrupt when they enter.
