Wait it out or use a vpn. Sometimes even if you create your account with a vpn but later log in from your banned ip, you get banned. But not always.

I lost count of how many plebbit accounts I went through. Probably over 60 of my accounts got permabanned, and only two of my accounts are still up, one because I forgor pass word, it was my first account, and th' other I just abandoned because I wanted a new account.

They do, but there are ways to avoid ip bans.
