You raddle them together and it mimics 2 male deer fighting, presumably over females. Usually other bucks will show up to have a go at the females while the alpha is preoccupied.

To be fair, a lot of deer hunters carry a set of antlers to mimic the sound of two bucks fighting to try to lure in whatever buck has claimed that particular territory during the rut
