This question is usually polled as "do you wash you hands **every time you go to the bathroom <no-matter-what-you-do-in-there>**" and people likely answer honestly because why lie. Doubt any sane person would take a shit and then not wash their hands, not even if their health is good enough to not leave shitstains on the paper.

Many countries, such as Italy and France also frequently use bidets, if you wash your ass you won't get shitstains on your hands. Separate bidets and electric boilers also means you'll have to let the water run for a while before you get hot water, so if you already have hot water in the bidet, why not wash your hands there too? Again, most people wouldn't do that and would rather use the sink.

But outside of England, you can bet that most people do have clean hands, if they're White.
