This is true, and people who think that prison is just free meals and housing are delusional, most prisoner are required to work.
HOWEVER, the amount of money generated by prison labor is dwarfed by how damn expensive it is to provide for prisoners and keep them penned up. Especially since most prisoners are lazy slackers because they do not want to be there.
If I were in prison, I would put in minimum effort in as well.
