No, it's only the most sensitive part with the most nerve endings which gets ripped away from the glans and cut off without any anesthesia.

Didn't know it was, I just know having it cut off later requires a shot down your pecker. I did not let mine go easy, but at 5yo, it only took 5 nurses to hold me down.
