Simple. UN peacekeepers rape the locals wherever they are sent. In places like Japan, they don't like rape, and know that they do this. In places like India, they also know this, but see no problem with the rape. Even better if they get to do it.

It's not differing percentages of trust, but differing percentages of who see what they do as 'the right thing'.
