Here's some context you don't get in this video. The kid wasn't on a bicycle. He was on a dirt bike and he sped into the road without looking. And he wasn't wearing any protective gear.

8 year old in Sarasota rides dirt bike in street with no helmet or adult supervision. Child turns out in front of moving police cruiser and was hit. Police officer has been placed on administrative leave. Why inside edition likes to leave out just enough details to have everyone in an uproar..beats me. I hope the child has a swift recovery
