Unfortunately, the failure to establish a lasting ruling aristocracy is probably the failure of fascism, there always needs to be a ruling class to establish stability, and that ruling class must come from the nation.

Fascism does have a ruling class, it's just the government. But the fascist government is not inherently in opposition to the bourgeoisie like an aristocracy is

The reason that fascism failed is because the entire world ganged up on it and destroyed it. It was extremely prosperous both in Italy and in Germany before jews decided to wipe it from the face of the earth

I'm thinking more of like a ruling class by blood that could go underground in the event of a foreign takeover and rally the citizenry under cover, but I guess that would have been wiped out regardless considering the aftermath of WWII was the greatest multinational purge in human history.
