If they can extract themselves from the megacorp/chaebol social stature system, they'll successfully learn to *breed* too. They're the worst at it in the world right now.

If you want to understand plummeting birth rates in the first world, understand South Korea. They've probably already tried some of your ideas for upping birth rates, only to fail.
