Probably the cartels tbh. They inhabit a lot of rural area and defend it with basically the force of a well funded paramilitary

Hmm maybe it's more california. When I lived I'm Oregon the intestate was a massive part of their trafficking operation. Lots of sketchy browns in independence and Woodburn.
