Technically the law says you have to pay your TV loicense, if you have a TV, because you can watch BBC on your TV. They also tried to pass a change to this law to include phones, computers and other devices capable of streaming, which could be any device today, even the media center in your car.

So if you ever encounter these TV loicense people, you do not have a TV. Whatever you say, never admit to have a TV. They have no authority to enter your home to check even if some of them might try. You tell them to get the fuck off your property, if they refuse you hit them with a baseball bat and duct tape their body then you call the cops, say they harassed you.
