A wounded man sitting in a chair throwing a stick at a drone hardly seems like an armed combatant and the drone slowly flying around there doesn't seem like they couldn't pause the battle to see he's wounded and not a threat anymore. Looks like they are bragging about a war crime but nothing new about that.

I'm still shocked such an excellent character ended up in a Bethesda era Fallout game. Todd must have not been paying much attention to what Obsidian was doing because it was just DLC. That's the only way he could have gotten by without being ruined.
