Yep. I looked into it and there is actual science behind it. What you just described is colloquially known as the third world, specifically the Latin American part. The average IQ of Latin America is in the mid 80's. Mid 80's IQ is also the average IQ of the US prison population. Mid 80's IQ is the sweet spot for criminality. Even retards have a sense of right and wrong. But once you're in the mid 80's range you become a criminal. Dictators, scammers, fraudsters, thieves, and bullies usually have a mid 80's IQ. And their nations reflect that.
