back in the day i think Christians can be excused for not turning rumors of a weird dark peoples somewhere in the middle of the world into genocidal tendencies, but today it's a really interesting question.
i think it comes down to two things:
/1) Africans are so dumb that it is difficult to spiritually judge them to death. can you judge something's spirit if its nature is below having one? it's almost as difficult to decide whether Africans deserve existence as it is deciding if scorpions do, so we err on the side of caution.
/2) the whole "ten good men" thing. incidentally, it turned out there weren't even that many in Sodom, but when it comes to the whole of Africa we can, even with all our disdain for niggers, find a few good ones that don't deserve death at all, and it'd be plain injustice and an affront to kill them when they might even agree with us on their race's idiocy.
you could end up crossing the line on this extremely easily all the while thinking you're doing some ultimate good for Earth. imagine you kill all the adult Africans - what do you with the children? a puppy could grow up to bite someone, sure, but we still think anyone who murders one is a complete psychopath.
genocide is a difficult solution outside of fantasy books where the orcs are always pure evil and you can always be sure killing one is good. it's not like Goblin Slayer where you're 100% sure that niglet will grow up to rape and kill someone, and to kill children, you can't be 99% sure, it has to be 100%, otherwise the chance of damning yourself to hell is too great.
i think if ever we want to deal with the African problem it'll have to be through combined apartheid and eugenics. rule over them, punish their criminals accordingly, and only let their brightest have children. within a few decades probably 50% of them will land themselves death penalties... the rest would be docile, and in miniscule proportions, smart, and that we could work with.
