Edit: nevermind, headline lead to flawed math above but I'm leaving it, apparently 27.6 million people don't pay taxes or get bennies. There are 63 million people in SA, so if you do the math a different way, 4.3 million of those are taxpayers- 6.82% are taxpayers. 7.3% are white.
