Novosibirsk is Russias 3rd largest city, it's in southwestern part of Siberia. Plenty of muslims there, but since they don't drink alcohol you won't find them in these nightlife neighborhoods.

The city has a population of 1.6M and lacks any form of mass transit, which is terrible when drunk as you have to rely on hitchhiking or use one of the many illegal "bus" services that's just an old soviet van, driven by a muslim, stealing customers from the few city buses that does exist.

For 20 years they have been trying to build a metro system but can't afford it. Norilsk on the other hand has no nightlife at all, it's too polluted. You work hard your whole life and die at age 40 from the air pollution. That said, far northern mining towns doesn't have to suck, Kiruna is alright, plus that you'll have high speed train connectivity to larger towns around the Baltic sea.
