Before dating apps, this was how sluts would get laid. They dress up like sluts, then they go out and drink until they they're so intoxicated they can't walk. It's Wiemar level degeneracy.

The men are probably drunk too, the only sober person in this clip might be the camera guy. Couples typically don't go out and drink at night, but if they do, at least then the man will protect his woman and the woman wont dress up like a slut.
