Beating adults for their failures makes more sense than beating children for theirs. Adults have greater physical resilience and are more able to understand the reason and adjust their behavior without compartmentalizing long-term trauma.
Getting a prompt beatdown after theft is a terrific deterrent to future thefts. And it works regardless of race.
