There is only so much time for them to blend in with the native populations so their kids forget they were ever white, and this is the only hope for any trace of white genes to survive - it's not gonna be like any other fall of the empire, it's gonna be unimaginably worse. As long as the taxes literally forbid you to settle on the land, there's not gonna be enough of your people to fight, yet even the right thinks this is not a big issue.
A slow down is the best you can hope for in this situation.
