"Raised Catholic" just means his parents maybe took him to mass during Christmas or Easter, and probably didnt even go weekly themselves. After V2, everyone just did whatever they felt like and the priests were too cowardly to do anything about it. On the bright side, the Modernists are all aging with no successors, and the Traditionalist movement is only growing, with most of it being young families with plenty of kids.
