This is fake and gay, and even if true would be fucking retarded anyway, because the membership fee isn't the reason that poor people don't shop at Costco. The reason is the same reason they shop at dollar stores: They're too fucking dumb to understand that buying a large pack size item means paying less per unit and buying a low cost item usually means paying way more per unit. That and also the fact that they never plan for the future, are never willing to sacrifice today to prosper in the future, and so the thought of forking over more money today and storing a large amount of something while saving money in the long run is totally foreign to them.

I've also found that, at least in developed countries, if you're actually impoverished, it's because you have this retarded mentality which keeps you stuck there. Anyone can start as "poor" in America, pick up a shit job, find a shit place to live, save up some money, and build at least a reasonably lower middle class life for yourself, even without getting any handouts or education or anything. If you're ambitious and dedicated, or you were lucky enough to have parents that kickstarted your success in adulthood by making sure you had an education and a job, then you can certainly do even better. But people who are poor cannot do better, because their brains don't allow them to.
