That needs more information. Yeah the helicopter came in low and blew some tents around. But there's perfectly normal explanations. Here's one: national guard or something finally moved in, were given old information, they just had a map and were told "there's a big parking lot you can stage out of". Helicopter arrives and there's a ton of stuff all over it.
Pilot might now be unsure, maybe there was a spot we can't see in the videos where the helicopter could have fit but it was tight. Pilot starts to come in to try to make the landing but crew chief says the rotor wash is throwing shit around and to bug out.
Pilot now doesn't know what to do, kind of loiters around, probably is on the radio going "uhhh, yeah LZ is no good, what do?" and then left.
In the video, the rotor wash picked up items and less than three seconds later the helicopter moves up and away. Three seconds, count it:

The timing is perfectly in tune with a guy in the side looking down calling "knock it off" followed by the helicopter's delayed throttle response.
Oh, yeah, a helicopter pilot could totally just not see the entire parking lot full of portable pavilions, skid pallets of supplies, civilian vehicles, barbeque grills, PEOPLE...!

He intentionally circled, hovered, lowered... this is called rotor wash and it is a tactic they are instructed on performing to disrupt gatherings.

The pilot can't see directly underneath, maybe he was focused on finding an LZ and didn't think about it. Maybe he's trying to avoid power lines and trees and use the radio and is task saturated.
Or it's a big scary government op to mildly annoy people for a brief moment. I'm sure that was written in their orders right? "Be obnoxious but only for a brief moment"?
You might have a point if they floated around doing it several times, but they didn't. It was one and done.
