What's the intended implication of trying to nail Jones with "Who are THEY?" Are they supposing that if "they" are the Jews, then getting mad about it isn't okay?

I read it as people wanting him to Name the Jew because how can you trust someone who pussyfoots around it? Then again, they may be bad actors trying to get him in trouble.
